"Totally ready" for any name, except one

VICE sits down with Steele in Washington. He tells them he is "totally ready for you to throw out names." Then they ask about Thomas Schoenberger. "I'm not gonna talk about that individual … You're sounding my alarm bells … I'm inclined to just stop here." And he ends the interview and walks out.

A man who will talk on camera about elite child-trafficking rings, false flags and secret commissions has exactly one name he refuses to touch. That is not an answer, but it is a data point, and it is logged here as one.

Nemos News Network · as aired in the VICE documentaryDocumented

"Are you Q?" — "No, tragically no."

Dustin Nemos puts Schoenberger and Jim Watkins, the owner of 8kun, the board where Q posted, on the same stream. Schoenberger opens by saying he has had "some amazing conversations" with Watkins over the last few days, about Q, about Cicada and "connections," and that it is going to "blow everybody's mind." Asked directly whether he is Q, he answers: "No, tragically no." Tragically.

The same segment lays out the movement's chain of command as Nemos sees it: Watkins and his son Ron as the flag bearers, Schoenberger named alongside them, and Michael Flynn as the officer. Then Robert David Steele, the same man who walked out of the interview above: "I think I would serve best if Mike Flynn were director of the CIA, Sidney Powell were director of the FBI." VICE closes on Flynn himself taking an oath on camera and finishing with "where we go one, we go all," the Q slogan.

Binney, seated as an ITNJ "Technical Commissioner"

The commission card above listed Binney without a source. Here is one. A Rutube channel called "Le relayeur - International Tribunal for Natural Justice" posted a 28:54 video on Mar 21, 2019, titled "William Binney (ITNJ Seating)" (Rutube). At 06:57 the on-screen lower third reads "ITNJ Judicial Commission of Inquiry into Human Trafficking and Child Sex Abuse · Technical Commissioner · William Binney." The title, channel, date and caption are the first evidence, and the transcript below is the second.

Video frame of a man in glasses and a brown jacket speaking on a video call, with a lower third reading ITNJ Judicial Commission of Inquiry into Human Trafficking and Child Sex Abuse, Technical Commissioner, William Binney, at 06:57 of 28:53
06:57 of 28:53. Frame from the Rutube video, supplied by me. The lower third is the ITNJ's own label.

By the tribunal's own label, then, Binney sat on the same ITNJ commission whose chief counsel was Steele (per Wikipedia) and whose founder is Sacha Stone (chapter 10). Q had named Binney fifteen months earlier (below). The ITNJ is a private body with no legal authority, and "commissioner" is its own title; Wikipedia says it has featured discredited speakers. What this entry does not show is what Binney did on the commission beyond this video.

What is said in it. I have the auto-generated transcript, so wording may be slightly off. The video opens with the chief counsel, who is Steele (the channel's own title for his segment), saying: "When Sasha Stone bullied me into being chief counsel, I'm sure it wasn't his intent, but I also had the extraordinary privilege of being able to bring in three technical commissioners" (0:00). Binney is the first (0:38); the other two are Stephen Arnold and a Dutch open-source librarian. Steele then interviews Binney (3:32 onward) about his 36 years at NSA, ThinThread, and a Netherlands start-up he calls "Pretty Good Knowledge," "in business now for, I think, four months" (7:01). He says EU privacy rules are "coming out now to be effective this May" (8:47), which dates the recording to early 2018, consistent with the channel's April 2018 plenary. Binney's testimony is about bulk surveillance and "parallel construction" by the Department of Justice (20:52–24:53), and he says metadata analysis could map smuggling and child-trafficking networks (6:16; 13:23). Steele says "Mike Hayden has committed treason twice" (23:07). A closing speaker the transcript does not identify calls the conduct of intelligence leaders "treason" (28:01), and the last line is "Sign the treaty." Nothing in it mentions Q.

The rest of the roster. The same Rutube channel (23 videos, all uploaded Mar 21, 2019) carries "Chief Counsel Robert David Steele (ITNJ Seating)" (15 min), "Commissioner Dr. Cynthia McKinney (ITNJ Seating)" (3 min), a UK Column News excerpt of June 6, 2018 on the commission, and a 57-minute video titled "ITNJ Commission Seating April 2018 Plenary Session". So the ITNJ's own channel puts Steele, McKinney and Binney in the same commission, which is the same Steele–McKinney pair as #UNRIG in the entry below. I have not watched these. The rest of the channel is witness and expert segments, including testimony from people who describe being abused; those are not summarized here.

Binney outside VIPS: Unity4J, a Q post, and a LaRouche line with no artifact

Unity4J. On Sept 1, 2018, a #Unity4J online vigil for Julian Assange ran daylong interviews in a relay format conceived by organizer Suzie Dawson. Consortium News' account (Sep 1, 2018) names Daniel Ellsberg (interviewed by Joe Lauria), Craig Murray, Bill Binney and Ray McGovern. That is the same campaign name as the Unity4J Discord in chapter 09, where Clapier was challenged and a "WikiLeaks Shop" account posted in July 2018, and where WikiLeaks told this desk it had "no association with unity4j." This desk has not established how far the Discord server and Dawson's vigil series overlapped; the name is shared. The Consortium News piece does not mention Robert David Steele or LaRouche.

Q names him. In the archive this desk searched (qalerts.app, 4,966 posts), the only post naming Binney is #384, Dec 19, 2017, 23:20 UTC, on 8chan /cbts/ (thread 126564, post 127397). It reads, in full: "Bill Binney." Two posts later, #386 (23:22 UTC), replying to post 127420, reads "PATRIOT of the highest caliber." Post 127420 is not in the archive, so that #386 is about Binney is a fan newsletter's reading (Patriots In Progress) and is Unverified. That Q wrote the name is documented; why is not.

THE LAROUCHE LINE

The Binney card above says he is "close to the LaRouche organization," and puts Steele and McGovern in the same circle. No artifact for it is attached here. A search for Binney or McGovern at a Schiller Institute or Executive Intelligence Review event found none; the only Schiller mention was a reader's comment naming McGovern. The line stays Unverified until a dated appearance, interview or event page is attached.

Steele: #UNRIG with McKinney, and what he said about Russia and Istanbul

McKinney. In May–June 2017 Steele and Cynthia McKinney launched #UNRIG, an "educational project" behind an Election Reform Act of 2017 and an "Integrity Pledge" for members of Congress (their press release; Truthdig; Washington Examiner). The Examiner framed it as help for Trump against the "deep state." McKinney is already in the cast table's "Involved" column; this is her documented tie to Steele. The ITNJ's own channel also lists her as a commissioner (above).

Russia and Istanbul, in his own words. In a Tehran Times interview of Jan 14, 2019 (Tehran Times), Steele says: "I contribute blogs to the Russian International Affairs Council (RIAC)" and has "regular email contact with the Director General of RIAC, Andrey Kortunov," adding that "some moron in the FBI is going to start an investigation into whether Andrey is controlling me." In the same interview he proposes that "Iran, Turkey, and Russia create an Open Source Agency (OSA) based in Istanbul," says it is "essential that President Trump meet privately" with the presidents of Syria and Turkey as well as Rouhani, and praises McKinney.

WEIGH IT ACCORDINGLY

The RIAC contact is Steele's own statement to a state-aligned Iranian outlet. This desk found no RIAC publication listing his blogs and no independent confirmation, so it is Claimed. The interview also makes claims about Israel and "Zionists" that this file does not adopt. This desk did not find Steele at Unity4J, or at any Turkish event; the Istanbul item is a proposal, not an appearance. Steele and Binney are documented together elsewhere in this chapter (the Dimensions of Disclosure billing, 2019).
